imo, this bill is not being pushed by locke, but more by meathead representatives such as jim buck. there was an article by bob mottram about this issue back before the c&r decision. the people in favor of this don't like the direction the commission is taking and quoted ed owens (commercial lobbyist) john kelly (major proponent of catch and kill of steelhead) and jim buck (the peninsula's representative who is a voice of commercial fishing interests) being opposed to the way the commission might vote on the c&r issue and others. i thought it was just an way to excert pressure on the commission before their vote... guess i'll call my reps and hope this goes nowhere.
