They already have there are several new sanctuaries in the Sound to protect bottom fish. It made more sense to define the boundries by depth then by setting linage as more sound fishermen have depth finders than GPS. And also types of rock fish have happier comfort zones closer to shoreline ledges that may be used for spawning. It's new to the regs this year so watch this one. Sounds like an excellent idea to me as the South Sound populations are severly depressed.
