There are three or four dams before you get that high... There may be some "seed" fish up there. There was a heated thread a while back with Salmo Gairdneri and Cowlitzfisherman discussing Natives on the Cowlitz. You might search out that thread and see if your answers is in there. I would check the regs very closely before targeting them.
