Several places around have frozen anchovies, none fresh I know of though. The only fresh-live bait (herring) I know of down south is Narrows & Pt. Defiance. I fish anchovies in Canada for a week+ every year. I just take some rock salt with me and throw some on the bait as soon as I take them out to thaw. This toughens up the anchovies to stay hooked up and also delays spoilage. By the way, most Canadians (guides & locals) go for really long leaders (6'-8') when trolling anchovies behind flashers. At least the couple places I go on west side Vancouver Island do it that way (Nootka & Port Renfrew).
