I hadn't heard that there were that many in the bay yet so this is news to me.

What has worked for me in the past is small spoons like coyotes and coho killers or just a simple cut plug trolled very fast early in the morning. Long leaders w/ everything, no flashers.

I usually don't use my downriggers either, instead using 3 or 4 oz. of lead about 20 or 30 feet behind the boat. You should be able to see your bait/lure roll.

Sounds crazy but man it works.
