The methods I've seen used most successfully on silvers is casting small spoons (usually Dick Nites) or plunking shrimp. For the small spoons, run a piece of hollow core up your mainline, add a small bead, then tie a swivel on. Tie about 30" of leader from the swivel to the spoon. I've never plunked so I'm not exactly sure how they rig for it. But they usually have a spin 'n' glow with it.
Jigs or bait under a float might work also.
