The Oxbow campground is DNR's, like all the other state agencies they got their budget slashed and likely won't be fixing it soon. The access stickers are for WDFW ramps, but the few birdwatchers that buy them, and the pittance WDFW gets from license fees, doesn't begin to cover the cost of maintenance - it would take $1000 licenses to even begin to cover the costs of running fish production, management, habitat protection, and access programs. Don't expect things from the state anymore unless you are willing to pay for them.
