I am going through the same thing right now.
I was given a new boat with out title. It was only registered out of state and the company lost the title . Only thing I neeed to do was get a bill of sale, ( not notorized) and file for ownership. In return I had to fill out a few forms explaing what the length, beam , hull etc..
No other paper work was needed.

It does matter who you talk to but the people at Wendells Lic. helped out and everything is ok now.
