Most likely the gillnetters were "snagging" for rootwads and other trash in their drift, they do that with a way oversize and heavy net occasionally to keep the drift clean so they don't hang up their gillnets when they are fishing. They are supposed to get permits for this. Don't think that there's any chance that they were fishing, legally anyway, as they already way overexceeded their quota, which is why we will probably get shut down next week
