I don't know about Area 13 since I live and fish in the North Puget Sound. The North Sound has excellent shrimping (they're actually prawns but everybody calls them shrimp). I have been doing it for years because they're incredibly good eating. The spot prawns out here are good sized and dressed will equal a medium to large prawn that you see in a seafood market. It has become very popular in recent year's because of the cutbacks in Salmon fishing. Ten years ago you seen very few shrimpers. This last weekend you could've walked on the buoys. It's worth the effort though if you like prawns. The Hood Canal season opens in two weeks. All the rest of the sound is closed as of today or Thursday for area 8.1 and 8.2.
