There is a boat launch directly under I-5 on Ebey slough. Take the Marysville exit, go right and right again towards the slough. You will see it.

You want to concentrate on the low. It tends to bring the fish into the deeper holes. Use sand shrimp. When you go over the slough, look to your west, and you will see all of the boats. Go there.
