first you need to compress that picture down around 120x120 pixels,give or take a few.You can download free sizing software at download.com for free.

You have figured out how to upload onto the bullitin board

Acess your profile and you will see the spot for an avitar.click it and go to the bottom and you will see a section for adding your own.

If you right click on your picture after it has been uploaded there will be an address that start with http/www.pisctorialpursuits........This s the address you need for your avitar.

I am as computer ignorant as they get and have struggled for months to figure this out so sorry if my deriections are hard to follow but it is the best I can do.
