Where did you here that? Are you referring to law, or are you just passing on something that you have heard?

I have never seen any law that relates to your statement, so I would like to find out where such a rule can be found. Since there appears to be several rivers and areas that already have bait bans at certain times and places, how does this proclaimed rule work?
