Those B10 fish are swimming around in so much bait that I doub't artificials would work real well, but the reference to spinners might have been to the technique of filleting at large herring and rigging the filet to spin real fast, hence the "spinner". Real effective where most of the fish are eating small anchovies (which is what I use).
