The Dungeness has been trashed by development, diking, armoring, water withdrawls, poor logging practices, and a hatchery that probably shouldn't be producing horrendous numbers of coho that weren't the dominate species in that watershed like they are now. Put the hatcheries where the dams are and the wild fish habitat isn't - hatcheries aren't needed on free-flowing rivers.
