boater - I basically agree with what Grandpa2 said.
The environmental conditions are probably the most significant factor affecting salmon numbers in the long term. Most of the environmental effects are the byproduct of logging practices that are long past events and of development, which is currently happening.
Many of the past logging practices have been modified and further modification is unlikely in the near future.
Development is pretty much dependent on zoning and permitting processes so in that I would want the state legislators and county officials to be my protector.
The most significant short term factor seems to be over harvest. It can be controlled on the national and state level so for that I would think NOAA Fisheries and the WDFW are the best protectors. A fishing group that has done much in that respect is the RFA so they deserve mention here.
The whole Idea of the need for recovery comes as a result of low returns due to cycles in the ocean conditions, which are something we can only acknowledge. The long cycle has been quite favorable lately with good to record returns of wild fish pretty much across the board. That is why I facetiously asked you, "recover from what?" cause the times they are a changing.
Basically though...
As a fish I would vote for the Audubon Society cause if they have their way the fishing will be for the birds.
