i still think the problems at places like that are the locals. pretty much the same with every river. it's usually the hillbillies of the area that like dumping stuff wherever they can and littering where they fish. local kids partying always takes a toll too. try fishing the deschutes without finding all kinds of beer cans and empty cases of oly, ain't gonna happen

i think very few people are going to travel a long distance to fish somewhere and litter around...they mostly get scapegoated i think. of course there's exceptions to every rule...
