I wouln't call it mean-spirited it is more or less strightforward talk and I can appreciate that.

Your point is well taken and the decision may the best for all but you asked "How much are you willing to pay to be able to catch a hatchery steelhead?" and my answer would be that in the last 30 days I have spent 53 hours on the road chasing steelhead not fishing time but travel time alone. Maybe I am being selfish or a little protective of the river closest to me that does have a hatchery program. I do respect your point of view but fishing is like getting a fix for me and if they shut down the hatchery program they may close the river (or all canal rivers) totally during steelhead season and I will be spending that much more time on the road and explaining to my wife why the gas bill is so high. I hope that you can see where I am coming from even though you disagree with me.
