I still say, "Good Luck" to whomever is trying to get the natives to change anything in a hatchery that's on a reservation, servicing a "native" river (ie Quinalt, like Cook Creek for example). Very seldom does the Federal Government "strongarm" the tribes into doing anything.

Here in Eastern Washington, the Colville's and Yakima's are able to do about anyting in a watershed that they want. On or off the rez. In fact, they're planting coho in the Icicle and Nason Creek (upper Wenatchee trib) drainages, without state approval. Not that I'm against it, but it's already been proven that alot of our watersheds can't sustain all of the existing salmon/steelhead pressure, and now there's a new species being introduced? What I'm getting at is, I haven't seen any entity stand up to a tribe yet, so I doubt that the feds will, especially over clipping hatchery fish.
