I just wanted to get some opinions on the relationship between steelhead closures, enforcement, and river traffic. More specifically, do you think that steelhead are better protected if fishermen (in this, law-abiding fishermen) stay on the rivers rather than instituting a full closure. Do closed waters receive more or less attention from enforcement officers? Does having a high number of "catch and release" fishermen keep poachers from keeping fish? Do poachers stop fishing after the closure, or do they continue poaching with an even smaller chance of being caught?
