You can use sandshrimp, small beach crabs, sand worms, or pile worms. Drop sinker and 1-1/0 hooks a few inches above the sinker.

Find pilings around piers and docks. If not, then find rocky beaches and fish around the rocks.
They usually forage on the pilings and rocks on incoming tides.
