There are a ton of people on Dan's board who fish Baja. It is mostly a fly fishing board, but I'm sure someone can give you info on the Kayak fishing down there. Several of the board members put on clinics down there, so they should be able to help you. There is a post titled "Baja-Just Back" on the board by a fella named "Barney" dated 5/28/04 regarding his trip to baja. He mentions Kayak fishing in his post.

This will give you a good idea of what is going on down there before your trip.
Baja is a awsome place to fish. I've had great trips there every time I go.
