I believe that WDFW is juggling the size restriction for the purpose of higher "adult" chinook numbers. Ocean conditions have not been favorable for angling success so they are changing the size. This way they can still try to justify the commie harvest later this fall. Because they are still shooting for the "maximun sustainable yield" rather than dealing with adjusting run size forecasts. This will ensure the commie fishery and then after they've netted thier "share" the run forecast will be updated and the angling public will once again get the shutdowns.
