When the Skagit opens on Sept. 16th I'd stay downriver around Mt. Vernon -- Spud Bar would be a good spot for plunking, while fishing the big horshoe bend below the I-5 bridge is good for drifting and throwing spoons. By the last week in September try the upper river around Concrete and up to the Cascade. This is prime time when, if there are September rains, the silvers will really stack up throughout the Skagit.
