I checrked out both today. Hoodsport had lots of Chums out in fron of the hatchery. I was there at high tide. It didn't look like they were not letting any into the hatchery. I didn't see any net out either.

The Skok was a little high and dirty, but was in pretty good shape - certainly fishable. Saw a few bright Silvers caught - really nice looking fish. And I saw some real skanky Chums up on the bank - Smokers

I drove the whole loop from Belfair to the bridge. If Chums are what you're after you don't have to put up with the mob at Hoodsport or the crap that goes on on the Skok. Find a creek that dumpd into the salt and scope it out around high tide for some fish rolling around. Any creek no matter how small will have Chum around it. It's been said Chum will try and swim up a garden hose if given a shot. These fish will be far less spooky and more willing to bit then the shell shocked Dogs at the meatholes.
