The way I was taught to cure eggs relies on the use of a pair of dull paper scissors... the kind that your young kids have in thier school supplies or something.

The result of using these dull, round-nosed cutters is that no eggs are actually broken. The scissor blades do not actually cut the wall of the eggs but instead forces them out of the way as you squeeze and cuts the skein membrane only.

These scissors are used to "cut" the skeins into single bait sized pieces. And then you KNOW that the bait cure mix (whatever you use) is going to coat maximum surface area.
