Stick with the IMX 1025c. I owned both the IMX 1025c and the IMX 1084c. The 1084 is a good summer run rod, but I think it's a tad too light for for the heavier gear for winter and/or spring steelhead. I wouldn't even think of using an IMX 1084 for a king. No backbone to it. Have fun trying to lift the head up on a 30+ pound king with a 1084c. Snap-O-Rama! You could do slivers, but why bother?
If you want good 9' rod, I'd look in to the Sage GSH III 290. Heavy enough for winter/spring fish, yet subtle enough for summer runs. I will wouldn't use that rods for kings, though.
Rainshadow makes a fine blank, but it's more on line with a GL3. Doesn't come close to the weight and sensitivity of the IMX.
I had a great time pitching hootchie spinners for big bright OP coho's yesterday with my IMX 1025c. As always, the 1025c came through with flying colors. Biggest coho to the bank was 16 pounds.
