I've had similar things happen....problem is, seriously.....what can you do? I'd love to take things into my own hands, but.....guess who would win? I haven't figured out a single damn thing I can do about it. Reporting is a joke....and I do mean a waste of time. Wardens can do nothing without witnessing the crime, and they aren't going to sit and watch my pots.

Anybody have a "You could do this..." to this problem?
