You are absolutely correct. It's not "dead on arrival". It's simply a bill that won't be voted on this session. The controversy surrounding it...It will be one of the first ones to be voted on and pass after the election in Nov. Now my question is, how does that make you feel IF/WHEN it does pass. I have the feeling for the latter "when" more then the "IF".

There are several "green" type bills that have passed in committee that won't go for a vote. I brought up this simply because it's one of the ones that impact will be felt more widspread then the rest.
