Scotty makes a Power Lock Rod Holder (#249) clamp mount that I purchased for my little 14' boat. One way to avoid dirlling holes, but look at your gunnel before you look at the clamp to make sure it will mount as expected. It works best the transom of my Smokercraft because there is no lip to fit over like on the gunnel. (it's a little tippy on the gunnel - not what I expected)

The oar lock mount is part number 248 and will be my next investment as it will fit better on the gunnel wall than my Power lock rod holder.

Both of these will take all the scotty rod holders, cup holders anchor lock, fender rigs etc. - no I don't work for Scotty
