Put a few wolves in sheeps clothing out on the high seas. (Container ships loaded with a metric ass ton of weaponry and fighting forces, and maybe a helicopter or two). Let the pirates attack, kill most of them, follow the esapees back to the mother ship and blast them out of the water.
