You must be OK with unlimited collateral damage. Most of the small boats in the area are fishing boats, and they aren't causing anyone any harm. Dogfish's suggestion looks good to me. It treats the problem of piracy with no adverse effects to innocent people.

Poverty is a strong motivator, but harming others just for a "pay raise" should come with a natural and logical consequence that is an equally strong disincentive.
