I wish I could remember the landmark study done in the 40's, with a follow up study done 10 years later, that determined what percent of the population is responsible for "hard core" crime. Basically, a small percent of society is responsible for most serious crime. The following article is really good, I hope all of you read the whole thing.

Also, approximately 1 in 25 people are a sociopath, so take that into account when talking about "criminals".
