Free-swinging is definitely NOT the way to go for circles.

I discovered that in the Moffit System video on circle hooks, and corroborated it with personal experiments at home.

Rigging the hook "fixed" with the leader exiting the front/inside of the hook definitely optimizes the mechanics of a circle hook. That hook is 100% dependent on encountering an abrupt "edge" to result in a successful hookup. A fixed rigging maximizes the hook's ability to effectively engage that edge.
