Many law enforcement agencies receive funding from companies for patrolling private lands. Many timber companies tend to contract with WDFW to patrol their lands since they are a state agency and most timber companies have land in multiple counties. Another example is how the US Forest Service contracts with county sheriff's offices to patrol USFS land in the busy months. What Weyerhauser and other companies do is make a contract with the law enforcement agency and come up with an agreement such as "WDFW will spend X amount of hours patrolling our lands and in return we will pay WDFW $X". Just about every large landowner in this state (such as USFS, BLM, Bureau of Reclamation, Hancock Timber, WA St Parks, etc) has a contract with law enforcement agencies (including WDFW)

It's actually a win-win for the landowner and the law enforcement agency. The landowner gets an extra law enforcement presence on their lands and the government agency gets more money.
