I'd probably go with 25% to 30% of Defense. Might be tough on the military-industrial complex, but they'll get over it.

So, just for starters you're looking at reducing the deficit by less than 1/2 of 1%. Seriously, what discretionary spending should Congress cut to really make a difference? The rs keep talking about it, so some republican here should have the answer.
