The only time I thought a skipper had been drinking was on an island hopper in Northern BC 20 years ago. He came in way too fast, I thought , to the dock and did a 90 degree right up to the dock smooth as could be. I thought he would bump us pretty good but not so.

The guides I have known are very protective of that license, it means livelihood, and they don't want to jeopardize that in any way.

I've never fished with JT but have only heard professional things.

Now, maybe there's a market for "Clothes Optional" and I doubt the CoastGuard has a regulation about that.
