From page 27 of the 2010 WDFW Sportfishing Rules Pamphlet.

Release of wild STEELHEAD and DOLLY VARDEN/BULL TROUT is required year-round, except where retention is specifi cally authorized in the Special
Rules. In freshwater areas (except in the Columbia River between the Buoy 10 line and the Rocky Point/Tongue Point line) SALMON, STEELHEAD, and
DOLLY VARDEN/BULL TROUT to be released may not be totally removed from the water.

IE, unless you are a wild steelhead killer, you can not totally remove a steelhead from the water.

So.....

Take the same photo but leave a tail...or a fin...or part of the fish in the water.

Even better is to change up your photo habits. Keep the Grip-n-Grns for hatchery/dead fish. Try taking photos of wild steelhead while they are still in the water. Some of the best steelhead photos I've seen are fish that have never left the water.
