And if 35% did complete the survey, then that is an accurate measure of those concerned enough with the policy to state an opinion, the majority of which favoring appeal.

Those in a combat zone include the above, plus cooks, supply, admin, finance, MP, truck drivers, signal, etc. The majority of personnel in a combat zone are not combat roles.
