Thanks! Yeah, if Kenny was my grandson I would have insisted on him wearing a pfd. I was kind of surprised his dad didn't ask for one.

But the Washington State law is, "Children 12 years old and younger must wear a USCG–approved life jacket at all times when underway in a vessel less than 19 feet in length, unless in a fully enclosed area."

The boat we were in is 24 feet in length.... so I guess he wasn't legally required to wear a pfd.

"The Coast Guard is requiring that all children under 13 years of age wear Coast Guard approved life jackets, while aboard recreational vessels underway, except when the children are below decks or in an enclosed cabin.
 
The Rule affects only those States that have not established requirements, by statute or rule, for children to wear life jackets. For the remaining states, the rule recognizes and adopts the existing state regulation, even if it is less stringent."
