I think we seriously underestimate the number of people who will choose not to buy a license because of the increased fees. Strictly based on economics. IMO this has a 50/50 chance of backfiring, and because of that breaking even might be an optimistic goal. Not a popular statement for a fishing forum, but the majority of license holders don't read or post on fishing forums.
