The author nailed it! The revolving door he spoke of essentially guarantees the corrupt banker that unless you really-really-really mess up, your going to get off scott-free for any lucrative crime. The inner circles at the cocktail party that all made a mint on the shady deal included.

This corruption index paints the U.S. as a cool "safe haven" in a world full of shady places, when ironically, the corruption taking place in the U.S is at far greater magnitudes in terms of the money changing hands.
