I wonder where they plan on spending the revenue generated from the sales of those passes. I think out of respect they should be required to state on the pass exactly what the heck their doin. I doubt you'll see 10% of the revenue from those passes used at 90% of the sites it's required at. Imho it's just a way to save a few people from losing their jobs.
