Never fished it in November but drove by it about 3 weeks ago and it's still pretty high...

Tacoma Power must be planning on keeping the level elevated this winter in anticipation of another winter of low snowfall....... I'm not a regular on this water but I seem to recall that it's normally a lot lower this time of year.

In other words... Cowlitz has been straightlined at 3,400 cfs for well over a month and this doesn't bring the level down very quickly.. when they want to really drop the reservoir the Cow will pick up to to 8,0000 to even 12,000 cfs level or higher.... bottom line here is that the ramps shouldn't be high and dry like they normally are this time of year...
