Have seen that locally because of the introduction of pike in a lake now used for WDFW's own rearing pond. It used to be a public fishing lake.

Both pike and musky are required to create the tiger which is sterile and is used commonly to control lakes overpopulated with rough fish. And the State, of course, is the only entity that is allowed to have either. You do the math.
