Like a lot of decisions--especially political ones-- that have mulit-dimensional aspects. I think it grossly oversimplifies reality to say "he did it because cash bundlers told him". I posit that there are 4 big reasons:

1. His base wanted him to (your bundler point) because they care about the issue.
2. The nationwide polling trends made it safe
3. Biden waded in and forced the presidents hand

but none of those are the real reason he said it...

4. Because he's held this opinion (and his tongue) for a long time as a political compromise. FINALLY his public opinion matches his private.
