The NCAA can't not impose sanctions. But the problem with sanctions is that they always penalize people who had no association with the crime other than association with the university. And those who did the crime, other than Sandusky in this case, bear no penalty. Maybe the former university prez, VP, and AD will be prosecuted in this case, but then this case is different from almost all athletic breaches of conduct where the star running back gets a new car on the sly, etc.
