The whistleblower may or may not have a political party affiliation. What got me to thinking more about this is that the DOR director is appointed by the governor. And the director appoints deputy directors. All positions below that are state civil service. It appears that any orders for special treatment or tax exemption are coming from deputy directors (possible so the director can claim clean hands). And WA has had only D govs since 1985. So any special tax treatment in the last 8 years falls directly at Gregoire's feet.
