It may come as a surprise to some, but there are rarely any "clean" bills in congress. Both parties will add items they like to the original bill and they get all huffy over any nay votes from the other party. It wouldn't surprise me at all if some sort of spending measure was added to this bill and by voting against something the GOP generally favors, it can be used against them.
