My mention of the 1500 was to demonstrate additional "opportunity" that gets overlooked when people start comparing quotas relative to how they are defined, between tribal and recreational fishermen, as Ondarvr explained. As long as hook and line remains as inefficient as it is, there should continue to be a significantly higher number of natural escapement fish than the predetermined 1500. To your point, I would hope somewhere down the road, we reach an established balance between that "higher number" and what is not impacted by the draw down.
